Rwanda Unveils Roadmap to Boost Digital Investment and Jobs

Rwanda’s Ministry of ICT and Innovation (MINICT), together with the Digital Cooperation Organization (DCO), launched the Digital FDI Rwanda report at the 9th Future Investment Initiative in Riyadh.

The report, developed with the World Economic Forum, provides a clear roadmap to increase digital foreign direct investment, grow technology exports, and create jobs. It highlights Rwanda’s rapid digital transformation and offers practical steps to make the country a competitive destination for digital economy investments.

H.E. Paula Ingabire, Rwanda’s Minister of ICT and Innovation, said, “Rwanda’s vision is to use digital transformation to accelerate economic growth, create jobs, expand exports, and build an inclusive, knowledge-based economy. This report guides us to strengthen trust in our data systems, improve investor support, and expand digital skills.”

Deemah AlYahya, Secretary-General of DCO, praised Rwanda’s progress: “Digital investment is about courage, collaboration, and turning connectivity into opportunity.

The report shows that Rwanda’s strong governance, pro-innovation policies, and investor-friendly reforms are already driving growth in cloud services, fintech, data centers, BPO, and govtech. It provides recommendations for cross-border data flows, cybersecurity rules, investor facilitation, and building future-ready talent.

It also identifies opportunities to reduce compliance costs, harmonize digital regulations, and support technology companies in expanding locally and internationally.

The Digital FDI Rwanda report serves as a model for African countries and DCO member states, offering guidance on creating a favorable environment for digital investment while ensuring sustainable economic growth and job creation.

Rwanda’s focus on digital transformation demonstrates how strategic policies and collaboration between government, investors, and innovators can turn potential into real-world progress.
